Your question is a good one because many people only have so much time to train etc. Plus there are many programs out there that promise you say 15 hours per week.  However, we can not promise you a program with a certain number of hours.     First let me say that base work is done year round even on weeks when you do speed work.  However there are periods when you do strictly base work. Our maintenance plan is strictly base work and all of our peak performamce plans have a period of strictly base work. So the answer to your question is yes absolutely.
